ABSTRACT
This article aims to uncover the
conflict in Palestine and Organization of Islamic Cooperation. And this
conflict is one of pronolonged international, no body knows how many long this
conflict will end. this is due to the United States government's united support
of Israel is very large and also the lack of international support, especially
the Islamic countries in realizing an independent Palestine state. This article
will explain the hole of the organization of Islamic cooperation (OIC) is very
important and strategic to build solidarity and solidity of Islamic states and
the state of muslim majority countries in order to urge the united Nation (UN)
and international community to support full Palestine independent state. The
role of the OIC in the independence of the Palestinians is evident from the
holding of the summit which resulted in the declaration as safe from the
solidarity of the struggle of the Palestinian people. Then to complete the
declaration Egypt and Jordan as members of the OIC proposed a reconciliation
that included the halting of violence, the withdrawal of Israel troops in the
area of Palestine, etc.

Preliminary.
The
Israel offensive into Gaza since July 8 2014 has killed at least 180
Palestinian people. The attack also made about 2,000 other people injured. In
fact, hundreds of their homes were razed to the ground through a series of
airstrikes that forced tens of thousands of Gazans people to flee in the
UN-owned compound. the conflict between Israel and Palestine has actually been
going on for a long time. Starting from the zionis Yahudi who spread in various
countries back and gathered into the Palestine territory that is now called
Israel. Since the state of Israel was established on May 14, 1948, the
Palestine territories in particular the Gaza Strip continue to churn. This 365
KM area seems to be a huge prison for some 1.7 million Palestinians people who
living in the region. They can not freely in and out of the territory that
borders the Mediterranean Sea, Israel, and Egypt. Residents of the Gaza Strip
can only get out to get the various necessities of life through the city of
Rafah that is heavily guarded by Israel and Egyptian forces. The Gaza Strip has
been occupied by Israel since 1967 after winning the Arab-Israel war. The
US-backed Israel defeated 3 Arab countries namely Egypt, Syria and Jordan in
just 6 days. . In addition to the Gaza Strip, Israel also captured the
territories of East Jerusalem, the Sinai Peninsula, and the Golan Heights.
After going through peace talks, Israel and the Palestine Liberation
Organization (PLO) in 1993 agreed to recognize their respective sovereignty and
established the Palestine Authority.[1]
This is where Palestine desperately needs a support to call for its
independence.
The
Organization of Islamic Cooperation (OIC) was formed after the leaders of
several Islamic countries held the Conference in Rabat, Morocco, on 22-25
September 1969, and agreed on the Rebate Declaration affirming beliefs on Islam
religion, respect for the UN Charter and human rights. The establishment of the
OIC was initially driven by concerns of Islamic countries over the problems
facing Muslims, especially after the Zionist element burned down part of the
Al-Aqsa on 21 August 1969. The
establishment of the OIC is aimed at promoting Islamic solidarity among member
states, coordinating cooperation among member states, supporting international
peace and security, and protecting Islamic holy sites and helping the struggle
for the creation of an independent and sovereign Palestine state. The OIC
currently has 57 Muslim or Muslim majority nations in Asia and Africa.
As
an international organization that initially emphasizes more on political
issues, especially the Palestine issue, in its development the OIC incarnated
as an international organization that became a forum for cooperation in various
fields of politics, economics, social, culture and science among Muslim
countries in the world. To address the many challenges that arise, OIC Member States
view OIC revitalization as an urgent issue. The spirit and support for the need
for OIC revitalization is motivated by the fact that the structure and
performance of OIC organizations are considered inefficient and effective.[2]
Palestine
itself is a member of the OIC. the conflict between Israel and Palestine has
actually been going on for a long time. Starting from the yahudi who spread in

organization of the world's largest Islamic countries seeks to establish an
independent Palestine state and resolve the conflict.
Explanation.
- Objectives
of Establishment of OIC.
The
establishment of the OIC is aimed at promoting Islamic solidarity among member
states, coordinating cooperation among member states, supporting international
peace and security, and protecting Islamic holy sites and helping the struggle
for the creation of an independent and sovereign Palestinian state. Here the
OIC is required to fight against the conflict in the Middle East, especially
the prolonged conflict that Palestine state. To answer the many challenges that
arise, OIC Member States view OIC revitalization as an urgent issue. The spirit
and support for the need for OIC revitalization is motivated by the fact that
the structure and performance of OIC organizations are considered inefficient
and effective. In this regard, there has been a series of meetings that
successfully reviewed and finalized the OIC restructuring prepared by Malaysia.
At the 10th Annual Meeting of the Head of State / Head of Government in
Putrajaya, Malaysia, 11-17 October 2003, the OIC agreed to start a concrete
effort to restructure the OIC Secretariat mainly on four aspects: streamlining
structures, methodologies, enhancement of financial capabilities and resources
human power.
- Human
Rights infraction in Israel-Palestine Conflict.
The
Israele occupation of the Palestine territories is a colonization that still
exists in the modern era. Massive settlement construction by the Israeli
government has been going on since 1967 when Israel occupied the West Bank. The
pace of settlement construction has intensified in recent years, so that
seventy percent of the current West Bank territory has been under Israeli
occupation. The occupied territory is used for residence for about 500,000
residents, farmland, and construction of business areas. According to a report
compiled by Human Rights Watch, the construction of Israel settlement areas in
the West Bank violates international law and human rights. The Fourth Geneve
Convention has prohibited the displacement of the occupying power of the
occupying territories to the territory it occupies or forcible transfer of its
native population (forcible transfer).
The
Rome Statute regulating the International Criminal Court affirms that the ICC
jurisdiction over war crimes includes crimes of displacement of citizens from
the ruling state to the territories it occupies and the forced expulsion of the
inhabitants of the territory out of its territory. Israel control over
resources in the Palestine territories to establish colonialism and only for
the benefit of Israeli citizens has violated the Haque Rule of 1907 which
forbids the ruling country from exploiting natural resources for its own sake.
Furthermore, Israel has violated international human rights law for discriminating
against the Palestine people by controlling and fully controlling every aspect
of Palestinian life, movement and activities in the West Bank and expelling
Palestine for the expansion of its settlement project. For Israel's disrespect
to international norms and laws, the United Nations and the European Union have
passed a resolution condemning Israeli settlement construction on Palestine
land, but Israel continues its activities.
So
that, the central role of the OIC to unite its member states becomes the
determinant for the realization of ultimate independence for the Palestine who
have been oppressed for years by Israel abominations and supported by their
allies. The strategic steps of the OIC need to be formulated and implemented
consistently, so that it is not only limited to call or resolution that is not
toothless and has no effect to change the foolish and vile attitude of the state
of Israel. The strategic move includes urging and supporting Palestine reports
to the ICC to investigate Israel war crimes and crimes against humanity, to
boycott in an integrated and official manner on the products of companies
running their businesses on Palestinian land and strengthen the capacity of the
government and the Palestinian people in all sectors (education, health,
government, infrastructure, etc.). With these strategic and measurable steps,
the Israel occupation of Palestine land can be terminated through a multi-doors
approach, namely economic and political pressure, international diplomacy, and
the upholding of human rights and international law.[3]
- OIC
Struggle in Palestinian Independence.
As
the continued Israel atrocity of the Palestine people, the OIC as an Islamic
organization has been responding to it. Almost every human rights violation
committed by Israel against Palestine, OIC always responds by holding a summit.
It was apparent from the Doha Qatar Summit on November 12-13, 2000 that was
co-chaired by the then Minister of Indonesia as chairman of the committee that
the purpose of this summit was held to respond to the escalation of Israeli
atrocities originating from the provocation by Israeli militant leaders at the
time, Ariel Sharon, against the Palestine Muslims in Jerusalem. At the summit,
they again reaffirmed the solidarity with the Palestine cause, among other
things in the form of diplomatic termination with Israel. One by one the Arab
countries have made diplomatic relations with Israel. These countries are
Tunisia, Morocco and Qatar, while Egypt and Jordan have not officially severed
their diplomatic ties. However, both have called back their ambassadors in
Israel.
In
addition, the OIC always played a very good role for the peace of Palestine by
raising international support for Palestine independence. Steps have been taken
to respond to all the injustices inflicted by Israel on Palestine citizens. In
July 2011, the OIC urged the United Nations (UN) to recognize the status of
Palestine sovereignty. Furthermore in the international forum, OIC has provided
support for the establishment of an independent and sovereign Palestine state
with Jerusalem as its capital. The realization of such support is manifested in
the form of diplomatic support, namely the recognition of Palestine Council. In
addition, one of the most significant advances in the process of achieving
genuine independence for Palestine is the recognition of Palestine as a member
state of the United Nations through the resolution of the United Nations
General Assembly in New York on 10 September 2015. With such recognition , the
Palestine’s flag has been flown in front of the UN headquarters and has equal
rights and status with other UN members.[4]
The
latest on December 6, 2017 and then the president of the United States Donald
Trum make a statement that is heartbreaking Muslims around the world.
Coinciding in the white building he stated that the United States recognizes
Jerusalem as the capital of Israel, even
the United States government is ready to move its embassy to the yerussalem
region. In the statement it prompted a major reaction from around the world
especially for OIC member states and was immediately in a quick response with
the holding of the OIC Summit in Istanbul Turkey last December. At the summit,
Turkish President Recep Tayyip Erdogan urged that the leaders of the Islamic
nations recognize Jerusalem as 'the capital of
Palestine. Palestine President Mahmoud Abbas said the US decision to
establish Jerusalem as the capital of Israel is a crime that shows Washington's
administration should have no role in the Middle East process.[5]
The
summit was chaired by Turkish President Recep Tayyip Erdogan as well as host
and specifically to discuss President Donald Trump's decision to establish
Jerusalem as the capital of Israel. According to him, Step Trump is drawing
international condemnation because the status of Jerusalem-based on the Oslo
Accords of 1993-was postponed until permanent status negotiations took place in
the future. However, it seems that not all countries, including some Middle
East countries, have expressed strong criticism of Trump's decision, which
sparked street rallies in various parts of the world. "Even inside the OIC
itself observers say it can be seen that Egypt, Saudi Arabia, the United Arab
Emirates has actually done a lot of cooperation from several fields with Israel
and the United States soon terminate the relationship . Because they see the
issue of Palestine has become a burden. On the one hand they want to connect
with Israel to face Iran in the Middle East. But on the other hand, there are
obstacles to the Palestinian issue because it is not possible for them to
establish an official relationship with Israel as long as the Palestinian issue
is not resolved. From this case OIC members are working hard to fight for the
status and the Palestine territory as a sovereign country.[6]
Conclusion.
At
the beginning of the founding of the OIC had a fundamental weakness as an
International Organization in which the low level of solidarity among member
countries, especially in addressing the development of the Israel-Palestine
conflict. It is therefore not surprising since its establishment since 1969
that the OIC has been able only to be reactive to any problems faced in the
Islamic world, including that of the Palestine in its struggle against the
Israel state. The OIC should be able to protect and safeguard the common
interests and support the legitimacy of member states and unify the efforts of members
in facing the challenges of the Islamic world, which are in accordance with the
Charter of the Organization of the Islamic Conference and the OIC 10-Years
Programs Of Action. However, since the Zionists of Israel continue to pound the
people of the Gaza Strip the members of the OIC began to reunite with the
holding of several conferences and support voiced to the international world by
giving some results of which is the recognition of the Palestine Council in
2011 and also has been acknowledged Palestine as a member state of the United
Nations through a resolution of the UN General Assembly in New York on
September 10, 2015 as well as raising the Palestine flag in the United Nations.
And this result is certainly a positive thing for the independence of Palestine
especially the recognition of the capital city of Jerusalem.
